Job Responsibilities and Duties

  • Ensure full compliance with the Health and Safety at Work Act (Chapter 646) and all subsidiary legislation, including S.L. 646.11, as well as any future amendments to the legislative framework;
  • Act as the designated competent person in accordance with the relevant provisions of the Health and Safety at Work Act, supporting the employer in fulfilling statutory obligations;
  • Monitor and ensure adherence to all applicable occupational health and safety regulations and standards across the employer’s portfolio, including oversight of Project Supervisors operating on site;
  • Maintain up-to-date knowledge of occupational health and safety legislation, administrative instruments, and EU directives transposed into Maltese law;
  • Prepare, submit, and manage statutory notifications to the Occupational Health and Safety Authority (OHSA) relating to workplace accidents, dangerous occurrences, and high-risk activities;
  • Liaise with contractors and external consultants to ensure appropriate health and safety procedures are implemented across all sites within the portfolio;
  • Conduct comprehensive workplace inspections and risk assessments to identify hazards and recommend corrective and preventive measures;
  • Apply the hierarchy of controls in line with the general principles of prevention;
  • Develop, maintain, and update risk assessment documentation, control measures, and improvement action plans;
  • Review and revise risk assessments following changes in work activities, processes, equipment, or after incidents and near misses;
  • Develop and maintain emergency response plans and procedures, coordinating emergency drills and evacuation exercises as required;
  • Ensure emergency equipment is properly maintained and readily accessible at all times;
  • Develop, implement, and maintain health and safety policies and procedures in consultation with senior management and in line with legislative and industry requirements;
  • Prepare and maintain health and safety procedures, safe work instructions, and emergency response documentation;
  • Establish systems for effective planning, organisation, monitoring, and review of preventive and protective measures;
  • Ensure statutory welfare facilities are provided and maintained, including first aid provisions, sanitary facilities, and rest areas;
  • Coordinate procurement processes related to the appointment of Project Supervisors, contractors, and other relevant service providers;
  • Develop and deliver health and safety induction training for employees, contractors, and visitors;
  • Provide ongoing training and communication to employees at all levels regarding workplace hazards, safe work practices, emergency procedures, and the correct use of personal protective equipment;
  • Facilitate the appointment and training of Workers’ Health and Safety Representatives in accordance with applicable legislation;
  • Consult with employees and their representatives on all occupational health and safety matters as required by law;
  • Attend site meetings across the employer’s portfolio and maintain an organised and up-to-date filing system;
  • Investigate workplace accidents, near misses, and occupational ill-health incidents to identify root causes and implement preventive actions;
  • Submit statutory accident and incident notifications to OHSA within the prescribed timeframes;
  • Maintain accurate records of accidents, dangerous occurrences, occupational diseases, and near-miss incidents;
  • Cooperate fully with OHSA investigations, preserve accident scenes where required, and implement recommended corrective actions;
  • Conduct regular workplace inspections and audits to assess occupational health and safety performance and compliance;
  • Monitor the implementation and effectiveness of control measures and risk mitigation strategies;
  • Track health and safety performance indicators and prepare reports for management review;
  • Liaise with external health and safety consultants, occupational health practitioners, and service providers as required.

Experience

  • Diploma or higher qualification in Occupational Health and Safety obtained from the University of Malta, MCAST, or an equivalent institution, certified by MQRIC at Level 5 (minimum 60 ECTS) or above;
  • Registration on the Occupational Health and Safety Authority’s Competent Persons Register;
  • Minimum of 2 years’ proven, hands-on experience in occupational health and safety field work;
  • Strong practical knowledge of Maltese occupational health and safety legislation and its application;
  • Demonstrated evidence of continued professional development following attainment of the relevant qualification;
  • Proven competence in hazard identification and recognised risk assessment methodologies;
  • Practical experience applying the hierarchy of controls and general principles of prevention;
  • Sound understanding of chemical, physical, biological, ergonomic, and psychosocial workplace hazards;
  • Knowledge of legal requirements relating to work equipment safety, confined spaces, and construction site operations;
  • Experience in incident investigation, root cause analysis, and implementation of corrective actions;
  • Ability to interpret and apply EU occupational health and safety directives as transposed into Maltese law.

  • Demonstrates integrity and ethical judgement in upholding safety standards and statutory requirements;
  • Proactive approach to continuous improvement and the development of a strong preventive safety culture;
  • Ability to remain calm, composed, and effective in high-pressure and emergency situations.
