- Ensure full compliance with the Health and Safety at Work Act (Chapter 646), including all subsidiary legislation such as S.L. 646.11, and remain aligned with any future legislative amendments;
- Act as the appointed competent person in line with Article 17 of the Act, supporting the employer in meeting statutory obligations;
- Oversee compliance with all applicable health and safety regulations, ensuring that Project Supervisors across the employer’s portfolio operate in accordance with legal requirements;
- Maintain up-to-date knowledge of occupational health and safety legislation, administrative instruments, and EU directives transposed into Maltese law;
- Prepare, submit, and manage statutory notifications to the Occupational Health and Safety Authority (OHSA) related to workplace incidents, dangerous occurrences, and high-risk activities;
- Coordinate with contractors and external consultants to ensure appropriate health and safety systems and procedures are implemented across all sites within the portfolio;
- Conduct detailed workplace risk assessments in accordance with legal and regulatory requirements;
- Apply the hierarchy of control measures in accordance with the general principles of prevention;
- Develop, maintain, and update risk assessment records, control measures, and corrective action plans;
- Review and revise risk assessments in response to changes in work activities, equipment, processes, or following incidents and near misses;
- Develop, implement, and periodically review health and safety policies in collaboration with senior management;
- Prepare and maintain health and safety procedures, safe operating instructions, and emergency response plans;
- Establish structured systems for effective planning, organisation, monitoring, and review of preventive and protective measures;
- Ensure statutory welfare facilities are provided and maintained, including first aid arrangements, sanitary facilities, and rest areas;
- Coordinate procurement processes related to the appointment of Project Supervisors, contractors, and health and safety service providers;
- Organise and deliver health and safety induction training for employees, contractors, and site visitors;
- Provide ongoing training on workplace hazards, safe working practices, emergency procedures, and the correct use of personal protective equipment;
- Facilitate the appointment and training of Workers’ Health and Safety Representatives in accordance with legal requirements;
- Consult with employees and their representatives on all occupational health and safety matters as required by law;
- Attend site meetings across the employer’s portfolio and maintain an organised and up-to-date filing system;
- Investigate workplace accidents, near misses, and cases of occupational ill health to identify root causes and implement preventive measures;
- Submit statutory accident and incident notifications to OHSA within prescribed timeframes;
- Maintain accurate records of accidents, dangerous occurrences, occupational diseases, and near-miss incidents;
- Cooperate fully with OHSA investigations, preserve accident scenes where required, and ensure corrective actions are implemented;
- Conduct regular workplace inspections and audits to assess occupational health and safety performance and compliance;
- Monitor the implementation and effectiveness of control measures and risk mitigation strategies;
- Track health and safety performance indicators and prepare reports for management review;
- Liaise with external health and safety consultants, occupational health practitioners, and service providers as required.
Experience
- Diploma or higher qualification in Occupational Health and Safety obtained from the University of Malta, MCAST, or an equivalent institution, certified by MQRIC at Level 5 (minimum 60 ECTS) or above;
- Registration on the Occupational Health and Safety Authority’s Competent Persons Register;
- Minimum of 2 years’ proven, hands-on experience in the occupational health and safety field;
- Strong practical knowledge of Maltese occupational health and safety legislation and its application;
- Demonstrated evidence of continued professional development following attainment of the relevant qualification;
- Proven competence in hazard identification and the application of recognised risk assessment methodologies;
- Practical experience applying the hierarchy of controls and the general principles of prevention;
- Sound understanding of chemical, physical, biological, ergonomic, and psychosocial workplace hazards;
- Knowledge of legal requirements relating to work equipment safety, confined spaces, and construction site operations;
- Experience in incident investigation, root cause analysis, and implementation of corrective actions;
- Ability to interpret and apply EU occupational health and safety directives as transposed into Maltese law;

- A proactive mindset focused on continuous improvement and the promotion of a strong preventive safety culture;
